In part the modern trend for social media friendly vids to impress friends and family for marriage proposals, gender reveal etc. is to blame, not significantly so, but, you know.

Not sure how I'd handle that tbh. Written notice of a free for all clearly isn't a good policy, but filling up jails with stupid stuff isn't that great either. Ideally, severe beat downs at the time of the infraction wouldn't be prosecuted, but California... Maybe selectively prosecute. No "official" deescalation, but lay the hammer down every so often, so the outcome will be uncertain before the crime is committed.
