Look like mulch/hay mats for erosion control. They use them to control mud runoff during excavations, so mud doesn't get in waterways or on roads.

What I've been seeing around here is mulch filled socks that get staked to the ground. Seems to be especially popular in PA. Seems to work ok in the right area, but silt fence is better in a lot of cases.

Stuff I hate is curlex. Shit should be banned as a hazard. It gets laid over the ground, and you can't see what's underneath. Really easy to break an ankle or something.

Not sure where this should go, but I just heard on the radio about a scholarship contest by Duck brand tape for kids that make prom dresses out of duct tape. Got me interested enough to checkout some images. Some of these designs are pretty impressive. An image search(more than one year represented)...
