Which are the most scenic E-W highways crossing the sierras?

Stephen is right, all of them. Probably my favorite is Tioga Pass. We like to spend time on the east side of the Sierras following Hwy 395. Lots to see and do. Venturing off on side roads along 395 surprises you with awesome vistas, volcanic features and beautiful lakes. Great area to visit in the spring and fall.
 
I'm with @Mrs.B. Tioga Pass. Here's a link to a thread with pics from the trip M and I took up that way not too long back. Also of the Bristlecone pine area to the east of there.

 
Tioga, as stated, along with other high country passes, is snow and rock slide vulnerable. Lucky to be openby june even though everyone would like it sooner than Mothers Day. Sonora pass as well.
