My concern is that it’s spread out and has had major limbs break off before, just want to prevent it breaking more, would be nice to get the center to fill in. I imagine reduce the number of small branches in the clusters at the ends of the bigger limbs…?

I'm looking in a small screen. Hard to see much.

How is the wind in that area?

Did large limb lots occur at split inclusions or break in the middle of a stem.

Sun will stimulate growth where it's productive to grow.

Pruning a little bit off the main terminal shoots may stimulate 'interior' growth.

I need to get better pics.

Limbs did not break at inclusions.

Dead wood isn't hurting the tree, and also can be pruned out.

Reducing crowded growth removes some photosynthetic potential, so 'dosage' is important... generally less than 25% of leaves.

A handsaw, 2-handed loppers and hand pruners/ secateurs are good tools. Micro chainsaw/ top-handle saw, too.

Targeted pruning cuts at collars (as much as collars are present)!
