Mark, I haven't seen it in Hong Kong, but it wouldn't surprise me at all in mainland China. You wouldn't believe how many people smoke over there. It's pretty disgusting.
 
My Dad said that in the Army they had a little pack with a couple of cigarettes in with their K rations.
 
my pops said the same thing, no food but they would hand you smokes to keep you going. that was back in the late 60's or so. He also has stories about the chow on training, he would sneak snickers and mars bars in his kit, then take his can of onion, beans and whatever and eat it cold whilest his troop mates (few years younger) would spend tons of time trying to heat the schitt up with their little cans of fuel/fire.
I remember camping when I was a late teen and trying that out, taking tins of chilli and beans and crackers, just eat'em outta the can while my buddies spent tons of time trying to get fires and BBQ's lit to cook a burger. I was fed and watered long before they got their stuff ready. :D not presidential living but it got me through.
 
Hey Butch... remember when the ship would run 50 miles off shore so we could buy tobacco products dirt cheap when underway stateside?

I never smoked but I chewed snoose back then...

Ciggies were like a buck a pack and snoose was 75 cents a can.
