Boom control lever on dingo

I was wondering what the best tool is to tighten up the boom control lever on my tx1000.
The handle is threaded on one side and simple threads right into the housing. To keep it tight there is a very thin bolt to turn but it is under the rubber sleeve. It seems simple enough if I could get the sleeve off. Any suggestions?
 
What’s your serial #..? The Toro site has manuals per serial #. What I envision is the handle threads into the valve lever, if so it probably has a half nut to lock it. A crows foot is what might be needed to remove/tighten it.

It turns out that the last time the dealer tightened it they tore the rubber. Once I realized I could pull it out I got easy access with a 3/4 “ crescent wrench. We’ll see if it holds. EB3E9D7B-B5D5-4389-B249-431A01974190.jpg

Yup the rubber on mine is now gone as well. Such is life.
