Ya know I am not sure. I think that if I can come up with some sort of small grab that you could put on the strand that comes out of the cone and suck up the last little bit of slack in the cable. Or maybe it would be strong enough to tension the cable enough without having to "pull" the two...

Ditto. Though I have thought about of some sort of pry bar for tensioning rig guys.
