I have never used a fixed bollard other than with the GRCS. If you can't get a groundie to understand how to use a Porta-Wrap properly after a few tries then maybe try to find a new groundie? I'm not trying to be rude or harsh, but it is rather simple to use and I would hate for you to miss out...
