I think there's a bigger picture to this whole thing. Just prior to the 2020 election, the new administration can drop the hammer on thousands of Californians for violation of federal law, and "LOCK 'EM UP !!" Long enough to hinder some from voting.

Your post reminds me ... if it's illegal at the federal level, it wouldn't matter much what California votes for when it boils down to technicalities. So in a way, if it's still illegal, there could be a benefit to feds turning a blind eye. Then whenever they want to arrest, question or search...
