    Use NoScript in the browser to block scripts from sites. It adds a fair amount of work to browsing, but will speed up page loads, and can block trackers and ad/malware injections.     I think a simplified equation would be 12/1.5. 12hr is the upper bound of time(Sarah paints it all herself), add in John's 50% effort(optimistic imo :^P ), you get 8hr.

    Going with the spirit of the original article(how to estimate, and whether or not an answer seems sane), the longest it can take to paint the fence is 12hr, if the fastest painter(Sarah) does it all herself. Any answer will have to be <12hr. Mellow's seems right, but I haven't checked the math...
