Mail fraud probably only results from tampering with things sent through the USPS or other shipping service like FedEx/ UPS. Leaving something at the door would be different, I think.

If you know that she collected or planned to collect from the insurance company, then telling her that she might have felony charges coming might be all that she needs to pay up.
