Larry, have you tried Sears or even Home Depot tool department for a torque wrench? Snap On tools are nice, but most of us can't justify double the price of other brands.
Yup, I'd be looking at the mounting hardware and confirming that the knives are installed properly. They are usually cradled in place and supported all along the body except for the 3/4" or so along the cutting edge. If somebody accidentally put some spacers or washers under the knives instead...
