It's one of the brilliant ideas from David Lammy. To be fair, it's an attempt to get through a massive court backlog. Unfortunately that backlog is the result of immigration and expressing certain "improper" ideas.

That would be a rather radical shift from extremely long practiced jurisprudence. I have a hard time believing that will happen.

Apparently England is trying to do away with trials by jury. I saw the news stories going back at least to the beginning of December.
