Looks like they stitched through the splice to help lock it in? (2 white loops) Curious as to its purpose and name of technique.

Just a lock stitch. Almost all spliced ropes have a few lock stitches added for extra security. I lock stitch all my splices with a hidden lock stitch. I put the needle through where the previous stitch came out, so it's drawn under the surface. Before that I did my lock stitches and then did a wrap/binding over them.
