Dead Ash, that refuse to die

Was just up in Maine for a week and in my area, thank the lord, ash trees are still doing well and widespread.
 
Do you see little sprouts or saplings coming up that the bugs missed and may not come back to get?
 
I have seen sprout growth off of some larger trees but the bugs get those as well. I have one customer ,my buddies dad who is always right in everything, who wanted me to cut out the deadwood out of his heavily infested ash that had sprouted out and well on its way to be a bush. We had the polar vortex deep freeze, that’s -50*f air temp for you warm weather folks, that stalled EAB for a year and half and by year two it’s a bush of dead wood frozen in time. He probably hasn’t called me because he would have to admit he was wrong.
 
How long does it take for the bugs to get back in? I dropped an ash at work about three years ago, and it sent up a nice stump sprout. I haven't checked on it in awhile, but last I saw, it looked like it was doing pretty well. Borrowed time I'm sure.
