What do you think is the fundamental difference between Russian Grandfather Frost and Santa Claus?

I'm not sure there is a fundamental difference. I've been spending my morning reading on christmas traditions, and they're all fluid enough to not have a canonical nature that predates modernity.

This difference is that Grandfather Frost lives with his granddaughter Snow Maiden ( Снегурочка ), and Santa Claus lives with reindeer. This is a joke topic.
