I’ve seen that clip many times, I always think how little effort and thought it would take to put another line lower down, just for the topping cut.

Just (Take my word with a grain of salt here.) from what I can figure, a bunch of beuracratic garbage makin it a ton cheeper to get all our timber from Oregon or Canada. :(
 
I know dude, it's like they're trying to force all the little gypos out, while meanwhile... Weyerhauser couldn't care less... they're fine to just sit on their vast expanses of timber lands untill the market shifts around.
