If you plant a tree just a hair too high, the top roots will be exposed to open air. This might not be the worst thing for the tree. Planting it too deep is very bad.
If sunlight strikes the tops of roots, can this prompt the roots to form sprouts/suckers at the base of the tree?

most likely they will dry up and die....or create a wild looking root flare...BONSAI!:D

If they don't add nutrients to the tree, they dry up and die generally. If they are contributing to the tree, they could grow bark.
I don't think they'd grow any more sprouts than what's typical for the species as a root's anatomy is markedly different than a stem's.
